Restart shouldn't require any options

When restarting thin, it would be nice if it either remembered your startup options or just sent a HUP to the running processes.

We could send a HUP signal that would launch a new thin process w/ the same options.

- thin restart now sends HUP signals rather then stopping & starting.
- HUP signal now launches a new process with the same options.
