Add a 'wait_until_server_started' method to wait for a cluster
to by fully restarted before stop another cluster. This to make
sure that there'll be at least one cluster running to serve the
content. Also add support for parameter name --onebyone and --wait
[seconds]. This also can be configured in
config file using onebyone: true and wait: 30.
