Tweaks needed for windows users

Running Crazy Delicious under ruby 1.9 on windows 7 I get an "unsupported signal SIGHUP (ArgumentError)" from server.rb line 216. The fix is to throw an " unless Thin.win?" on the end of that line.

Also--it would be a tremendous help to windows users if you were to distribute thin as a "fat binary"--that is, w/mingw-compatible binary components baked right in. This is straightforward to do from osx/linux environments w/the help of Luis Lavena's rake-compiler:

    Just deployed 1.2.7 w/ HUP signal fix & 1.8+1.9 fat binaries, let me know if there's still an issue.
